(2)It extends to the whole of West Bengal, except Kolkata as defined in clause (9) of section 2 of the Kolkata Municipal Corporation Act. 1980, (West Ben. Act LVII of 1980) and Howrah as defined in the Howrah Municipal Corporation Act, 1980 (West Ben. Act of LIX 1980).
