(4)No licence, certificate or permit shall be cancelled unless the facts warranting cancellation are established in an enquiry conducted by an officer not below the rank of Assistant Electrical Inspector in case of sub-rule (1) and (2) of rule 14, and not below the rank of Junior Electrical inspector in case of sub-rule (3) of rule 14.
