26. Decision by majority.
- All questions arising for decision at any meeting of a Board of Court, save when the Court consists of one person, shall be decided by a majority of the votes of the members thereof (including the Chairman) present at the meeting. In the event of an equality of votes the Chairman shall also have a casting vote,
