(1)The procedure for meetings of the Authority including the quorum to constitute a meeting, shall be such as may be laid down in regulations.(2)The Authority may invite any person to attend the meeting of the Authority for the purpose of assisting or advising it on any matter, and the person so invited may take part in any proceedings of the Authority but shall have no right to vote.
