Section 12(4) in Tamil Nadu Infrastructure Development Rules, 2012
(4)The Board may after a consideration of the application, the project scope, structure and the financial model, approve the extent and form of proposed financial support from the Tamil Nadu Infrastructure Development Fund with such modifications as it considers necessary :Provided that the Board may also recommend to the Government some other form of state support or direct the sponsoring agency to approach the Central Government for public financial support;
