Section 23(a) in The Orissa Motor Transport Workers' Rules, 1966
(a)The building shall be soundly constructed and all the walls and roofs shall be of suitable heat-resisting materials and shall be water-proof. The floor and walls to a height of 30 ft. shall be so laid or finished as to provide a smooth, hard and impervious surface;
