(3)the place at which he is licensed to sell.(ii)Every special license granted under these rules shall contain same particulars and be in the same form as are stated in sub-rule (1) of this rule. But the Collector may, if he sees fit, grant a special license in favour of the holder for the time being a particular office at a particular place, instead of in the name of a particular person.
