Section 21(3) in Kashmir and Jammu Universities Act, 1969
(3)The meetings of the University Council of a University shall be prescribed over by the Chancellor, when present. In his absence, the ProChancellor shall preside and in the absence of both the Chancellor and Pro-Chancellor, the Vice-Chancellor of the University concerned shall preside.
