(e)is an employer, or a representative of an employer, who is a defaulter in paying contribution under the Employees' Provident Funds and Miscellaneous Provisions Act, 1952,or the Employees' State Insurance Act, 1948, or the West Bengal Labour Welfare Fund Act, 1974.
