Information sought:
1. The Appellant filed an RTI application (online) dated 17.05.2023 seeking the following information:
"Through the RTI act 2005,ilike to have the information about the school, "Goswami Ganesh Dutt sanatan Dharm Girls middle school Geeta Colony, Delhi -110031, school ID - 1003200, that are as following -:Page 1 of 4
1 I like have the certified copy of registration certificate of Goswami Ganesh Dutt sanatan Dharm under which this school is running.
2. I like to have the certified copy of the list of members of the society under which this school is running.
3 I like to have the certified copy of the memorandum of the society under which this school is running."
2. Having not received any response from CPIO, the appellant filed a First Appeal dated 07.09.2023. The FAA order is Not on record.
3. Feeling aggrieved and dissatisfied, appellant approached the Commission with the instant Second Appeal.
Relevant Facts emerged during Hearing:
The following were present:-
Appellant: Shri Somnath Sahni along with Shri Mukesh Parcha, attended the hearing in person.
Respondent: Ms. Anjali Kaushik, PIO-cum-HOS and Shri J.B. Shrivastav, Section Officer, attended the hearing in person.
4. The Appellant stated that the Respondent has not provided the relevant information as sought in the instant RTI Application.
5. The Respondent submitted that the relevant and pointwise information as sought by the Appellant in the instant RTI Application has been given vide letter dated 21.04.2025 and further handed over a copy of the same to the Appellant during the hearing. She added that in respect of point No. 1 of the RTI Application, the averred school is run by Sanatan Dharam Pratinidhi Sabha and with respect to point N. 3 of the RTI Application, the information pertaining to memorandum is not available in their records.

Upon being queried by the Commission to explain the delay, the Respondent submitted that initially she sought approval of the Management of the School to share the information with the Appellant which took some time and she tendered her unconditional apology for the same. She added that the Appellant is neither a staff member nor a parent/guardian of any student nor is he a Member of the averred Society, and hence, does not have any locus in seeking this information.
Page 2 of 47. A written submission has been received from Dr. Rajpal Singh, PIO-cum- DDE, vide letter dated 19.04.2025 stating as under:
"With reference to the letter No.CIC/GNCTD/A/2023/653533 Dated 08.04.2025 of Dy. Registrar CIC, regarding hearing of 2nd appeal before Hon'ble Information Commissioner Sh. Vinod Kumar Tiwari at Room No. 313 3rd floor, CIC, Baba Gang Nath Marg, Munirka, New Delhi-110067 on 23.04.2025 at 12:20 PM in the matter of RTI id no. 62299 (Online) filed by Mr. Som Nath Sahni, it is submitted that the information of the RTI is related to Goswami Ganesh Dutt Sanatan Dharma Middle School, Geeta Colony, Delhi, which is an Govt. Aided School, therefore the RTI application was transferred to HOS of the said school within the stipulated time, as all HOS of Govt. Aided Schools are declared as PIOs of their respective schools. The HOS of the said school was again directed to attend the Date of Hearing of First Appeal before FAA/RDE (East) on 22.09.2023 at 11:00 AM. As the HOS was directed to send the reply of the instant RTI directly to the applicant being PIO, no further information is available about the compliance of the order of FAA, in this office. The HOS of Goswami Ganesh Dutt Sanatan Dharma Middle School, Geeta Colony, Delhi has also been directed to attend the Date of Hearing in front of 2nd Appellate Authority in CIC on 23.04.2025 at 12:20 PM in the matter of RTI ID No. 62299(Online) alongwith the reply with supporting documents."
8. A written submission has been received from Ms. Anjali Kaushik, PIO-cum-
HOS, Goswami Ganesh Dutt S.D. Girls Middle School, vide letter dated 21.04.2025 stating as under:
"The point wise reply of information is as under:-
1. The registration certificate of Sanatan Dharam Pratinidhi Sabha is attached, under which the school is running.
2. The list of members of society is attached.
3. The memorandum of society is not available in the school record.
Submitted for kind perusal please."
Decision:

The Commission after adverting to the facts and circumstances of the case, hearing both the parties and perusal of the records, observes that an adequate information based on available records has been given to the Appellant vide letter dated 21.04.2025. The Commission further condones Page 3 of 4 the delay caused in providing the information in the light of the submission made by the Respondent during the hearing. No further action is warranted in this case.
The appeal is disposed of accordingly.
