Section 16(1) in The Orissa (State) Council of Culture Rules, 1990
(1)The Konark Samman shall be a national honour to be conferred annually on all-India basis, on a person of great eminence for his outstanding contribution in any of the spheres of (a) literature, (b) art, (c) sculpture, (d) music, (e) dance and (f) cultural work.
