(3)If the State Government sanctions the scheme under sub-section (2), it shall in such notification, state at what place and time the sanctioned draft scheme shall be open to the inspection of the public and State Government shall also state therein that copies of the scheme or any extract therefrom certified to be correct, shall on application be available for sale to the public at a reasonable price.
