(2)An application made to the District Authority under sub-section (1) of this section may be modified by the applicant where the applicant is found by the District Authority to be suitable for development of a skill other than the one applied for, or where the minimum number of applicants are not available to commence training in such skill as notified under the regulations for the purpose.
