Section 17(1) in Andhra Pradesh Panchayat Raj (Reservation of Seats and Offices of Gram Panchayats, Mandal Parishads and Zilla Parishads) Rules, 2006
(1)The District Collector shall reserve in respect of ZPTCs and allot to the Scheduled Tribes in the District, in the first instance in such Zilla Parishad Territorial Constituencies, where the proportion of the population of the Scheduled Castes in the ZPTC to the total population of ZPTC concerned is the highest in the descending order.
