Section 4(2) in The Orissa Public Libraries Act, 2001
(2)The Library Authority shall consist of -(a)the Minister-in-Charge of the Department of Tourism and Culture (Culture), who shall be the Chairperson;(b)The Secretary to Government in the Department of Tourism and Culture (Culture), who shall be the Working Chairperson; and(c)Director, who shall be the Member-Secretary;
