Section 21(xii) in The Kalyani University Act, 1981
(xii)to make draft of Statutes, on the recommendation of the respective [Council for undergraduate studies], [Words substituted for the words 'Faculty Council for post-graduate and undergraduate studies' by W.B. Act 17 of 1999.] for colleges, other than Government Colleges, prescribing the constitution, powers and functions of their Governing Bodies;
