Section 164(1) in The National Security Guard Rules, 1987
(1)(a)A petition by a person who is still a member of the Security Guard shall be submitted through his Commander.(b)A petition by a person who has ceased to be a member of the Security Guard may be submitted to the Commander of the Unit in which the trial was held.
