(4)If a vehicle registered under this section ceases to be the property [or under the exclusive control] [Inserted by the Motor Vehicles (Amendment) Act, 1942 (XX of 1942), Section 11 (w.e.f. 3.4.1942).] of the Central Government, the provisions of section 23 shall thereupon apply.
