Section 21(2) in The U.P. Consolidation Department Ministerial and Drawing Staff Service Rules, 1980
(2)the inter se seniority of persons appointed to the Service by promotion shall be the same as it was in the substantive post held by them at the time of promotion.Notes - (1) A candidate recruited directly may loose his seniority if he fails to join without valid reason when a vacancy is offered to him. The decision of the appointing authority as to the validity of the reason will be final.
