Section 14(1) in The Orissa Government Servants' Conduct Rules, 1959
(1)Save as otherwise provided in these rules, no Government servant shall except with the previous sanction of the Government accept or permit any member of his family to accept any gift whatsoever from any person who is not a close relation of the family.Explanation - For the purpose of this sub-rule any trowel, key or other similar articles offered to a Government servant at the laying of the foundation stone or the opening of a public building or any ceremonial function shall be deemed to be a gift.
