Section 7(1) in The M.P. Scheduled Castes (Legal Aid) Rules, 1963
(1)A panel of Legal Practitioners of the District, who are willing to appear, plead and act for and advise an aided person shall be prepared annually by the District and Sessions Judge and sent to the Collector.
