Section 138(2)(a) in Kerala Panchayat Raj Act, 1994

(a)if he is a retuning officer or an assistant returning officer or a presiding officer of a constituency or any other officer or employee on official duty in connection with the election, be punishable with imprisonment for a term which may extend to two years or with fine or with both;
