(b)all expenses incurred by the State Government on behalf of the [Municipality] [Substituted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.] provided that the Municipality has given previous authority in writing to the Bank or Treasury to debit such expense to the Fund without the issues of any order or cheque.
