Section 5(4) in The Lubricating Oils And Greases (Processing, Supply and Distribution Regulation) Order, 1987
(4)In granting or refusing to grant or renew a licence the competent authority shall have regard to matters such as the following, namely,-(a)the existing or proposed facilities for manufacturing and testing lubricant and grease;(b)the availability of base stocks, raw materials and additives for manufacturing lubricant and grease; and(c)the types and specifications of lubricant and grease which the processor is manufacturing or proposing to manufacture.
