Section 98(1) in The Corporation of the City of Panaji (Election) Rules, 2004
(1)While in the custody of Returning Officer-(a)the packets of marked copies of the list of voters; and(b)the packets containing registers of voters in Form XV shall not be opened and their contents shall not be inspected by, or produced before, any person or authority except under the order of a competent Court.
