(1)For the dues other than the dues pertaining to occupation of Commission's accommodation as referred to in clause (b) of sub-regulation (3) of Regulation 65, the head of office shall take steps to assess the dues two years before the date on which an employee of the commission is due to retire on superannuation; or on the date on which he proceeds on leave preparatory to retirement. whichever is earlier,.
