Section 2(1)(vi) in The Delhi Prevention of Food Adulteration Rules, 2002

(vi)"licensing authority" means an officer or officers of the Municipal Corporation of Delhi or the New Delhi Municipal Council or the Delhi Cantonment Board, who is/are appointed and notified by the Government to be the licensing authority for the respective areas assigned to them;
