40. Regulation.
(1)The Council may, with the previous approval of the State Government, make regulations, not inconsistent with this Act or the rules made thereunder, for discharging its functions under this Act.(2)In particular, and without prejudice to the generality of the foregoing power, such regulations may provide for all or any of the matters which may be or is required to be provided by regulations.
