Today, when the matter was taken up, Mr. Manna, learned Senior Advocate for the State of West Bengal has produced one track report of India Post in support of his submission that the communication of my order dated 30th day of July, 2018 was sent to the Secretary of the Sirajbati Gram Panchayat at Amta. It appears from the track report that the communication sent by Mr. Manna's junior Ms. Mitali Mukherjee has reached Amta Sub-Post Office but it is not seen that the communication has been received by the said Secretary of the Gram Panchayat.

In such circumstances, I request the learned advocate for the State to send a radiogram message immediately to Amta Police Station and I also direct the Officer-in-Charge of the Amta Police Station to cause the said radiogram message to be served upon the said Secretary of the Gram Panchayat.

The radiogram message should contain that the Secretary of the concerned Gram Panchayat has to file a report in respect of the allegation of the writ petitioner as contained in Annexure "P-4"of the writ application. Such report has to be filed before this Court by the said Secretary of the Gram Panchayat through the learned advocate for the State on 28th September, 2018.

I also direct the Officer-in-Charge of the Amta Police Station to cause the radiogram message served upon the said Secretary of the Gram Panchayat by 24th September, 2018.

I hope and expect that the learned State advocate will take steps in sending the radiogram message by 19th September, 2018.

The matter is adjourned till 28th September, 2018.
