Section 12(1) in The Hardwar Kumbha Mela Rules, 1997
(1)Where in the opinion of the Officer-in-Charge the prevalence of rabies in or about the Mela Area renders it necessary for him to take action he may issue a public notice requiring the muzzling of all dogs within the Mela Area.
