Section 233(1) in The Bihar Motor Vehicles Rules, 1992
(1)The Claims Tribunal may, after considering the application and the statement, if any, of the applicant, recorded under Rule 232, summarily dismiss the application, if for reasons to be recorded, the Tribunal is of opinion that there are not sufficient grounds for proceeding therewith.
