(2)Before making an order referred to in sub-section (1), the Licensing Officer shall give the licensee or the applicant, as the case may be, a reasonable opportunity of being heard:Provided that when immediate action is required in public interest, the Licensing Officer may, for reasons to be recorded, suspend a licence without any notice under this section.
