Section 27(b) in The Assam Cinemas (Regulation) Rules, 1960
(b)The licensee shall also make arrangements to the satisfaction of the Licensing Authority for the orderly marshaling of persons desirous of purchasing tickets at the licensed place. Such number of booking office windows shall be provided in cinema house for the sale of tickets to the public as the Licensing Authority may determine in order to present congestion of entrances.
