(b)Approved probationers and probationers who have been discharged for want of vacancies shall be re-appointed as vacancies (not being vacancies which should be filled by direct recruitment under the Special Rules arise) in the inverse of the order laid down in clause (i) or (ii) of sub-rule (a):
