Section 39(c) in The Merchant Shipping (Prevention of Pollution by Oil from Ships) Rules, 2010
(c)unless the discharge is the one specified in rule 4, an offshore installation when so engaged shall not discharge into the sea any oil or oily mixture except when the oil content of the discharge without dilution does not exceed 15 parts per million.
