(1)An Inspecting Officer may, at any time, enter and inspect any psychiatric hospital or psychiatric nursing home and require the production of any records, which are required to be kept in accordance with the rules made in this behalf, for inspection:Provided that any personal records of a patient so inspected shall be kept confidential except for the purposes of sub-section (3).
