Section 8 in The Allahabad High Court Officers and Staff (Conditions of Service and Conduct) Rules, 1976

8. Sources of recruitment to class III post.

- The sources or recruitment to the various class III posts in the establishment shall be as follows.General Office
(a)(i) Routine Grade Clerks (i) By direct recruitment through competitiveexamination conducted by the appointing authority or in anymanner so directed by Chief Justice.
    (ii) By promotion from class IV employees.
(ii) Telephone Operators and Telex Operators (iii) By selection from amongst the persons who applyfor such appointments.
(b) Assistant Review Officers. (i) 50 per cent by direct recruitment throughcompetitive examination or selections.
    (ii) 50 per cent by promotion from amongst permanentRoutine Grade Clerks, permanent Telephone Operators and permanentTelex Operators.
    (a) Provided that nothing in this rule shall beconstrued as affecting the promotion of Routine Grade Assistantsand Typists appointed before the coming into force of this rule.
    (b) Provided further that all available vacanciesmay, in the discretion of the Chief Justice, be filled from anyof the above sources.
    (c) Provided further that promotion of permanentTelephone Operators/ Permanent Telex Operators shall be subjectto the conditions laid down under Rule 13 (A).
(c) Review Officers 1. By promotion from amongst permanent A.R.O. inaccordance with the Rules.
    2. By direct recruitment through competitiveexamination.

Note- In case of recruitment by both the above methodsthe number of vacancies to be filled in by each source bedetermined by the Chief Justice.
Provided that all available vacancies may, in the discretionof the Chief Justice, be filled from any of the above sources.
Personal Assistant Department
(d) Personal Assistants   By direct recruitment through competitiveexamination or selection.
