(c)when duly made in accordance with the provisions of this chapter, shall be binding, according to the terms of the agreement, on the permanent holders and occupiers of-(i)all irrigable land in the village, mahal or chak under cultivation with the crops under agreement at the time from which the agreement has effect or at any time during two years prior thereto :
