Section 13(2)(a) in The Delhi Narcotic Drugs Rules, 1985

(a)The licensing authority shall not authorise any dealer requiring the licence not for the manufacture of any medicinal preparation containing these drugs, but for possession and sale of the manufactured drugs or preparations containing any manufactured drug, to possess any manufactured drug or preparations containing any manufactured drug unless it has been duly recommended by the Drugs Controller/Assistant Drugs Controller, Delhi Administration.
