Section 11(1) in The Bihar Finance Service Rules, 1953
(1)A candidate shall apply to be admitted to the examination in his own handwriting in the prescribed form to the Secretary to the Commission, not later than such date as may be notified by the Commission each year. The prescribed form and a copy of these Rules are obtainable from the Secretary to the Commission free of cost.
