Section 181(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Promotion of duly qualified sailors as Commissioned Officers of the Branch List shall be made by the Chief of the Naval Staff by selection from the roster of eligible sailors.
