(2)When a question is referred by circulation of papers, any member may request that the question be considered at a meeting of the [Committee] [ Substituted by G.S.R. 316, dated 14.4.1986 (w.e.f. 26.4.1986).], and thereupon, the Chairman may direct that it be so considered:Provided that if three or more members make such a request, the Chairman shall direct that it be so considered.
