(3)When an accident causing loss of life, serious bodily injury or burn injury occurs in or about a mine in connection with the generation, storage, transformation, transmission, supply or use of electrical energy, the owner, agent or manager of the mine shall also forthwith inform the Inspector of Mines (Electrical) by telephone, fax, e-mail or by special messenger:Provided that in case such notice is sent by e-mail, it shall be immediately followed by fax or letter.
