Section 23(2) in The Assam Economic and Statistical (Junior) Service Rules, 1980
(2)If a member fails to join the appointment within 15 days of receipt of the order or within the extended period as mentioned in Rule 21, but joins later, his seniority shall be determined in accordance with the date of his joining.
