(3)Any police officer on whom the responsibility to regulate a public assembly or procession is enjoined upon, may stop any procession which docs not possess the permission referred to in sub-section (2) or which, in his opinion, violates the conditions of the permission, and may order any such procession or any such assembly to disperse.
