Section 74(3) in Kerala Land Reforms (Tenancy) Rules, 1970
(3)On receipt of the report and the sketch, the local authority shall give notice in Form No. 40 together with copies of the application and the report without the sketch to the applicant, the landowner, the person in possession of the land in which the kudikidappu is situate and the owner of the hut, if any, calling upon them to file objections, if any, and requiring them to enter appearance at the time and date specified in the notice for enquiry into the application.
