Section 9(3) in The Punjab School Education Board Employees (Conduct) Regulations, 1978
(3)If any question arises whether a party is political or whether any organisation takes part in politics or whether any movement or activity falls within the scope of sub-regulations (1) and (2) the decision of the Board thereon shall be final.
