Section 41(11) in The Punjab Suppression of Immoral Traffic in Women and Girls Rules, 1960
(11)The Superintendent shall be advised by the resolutions of the Board in the management of the home; provided that if, in the opinion of the Superintendent, it would be inconsistent with the Act or these Rules, or inexpedient to give effect to any such resolution, he/she shall submit the resolution for the orders of the Chief Inspector and intimate to the President of the Board the fact of his/her having done so. The order of the Chief Inspector shall be final. It will, however, be subject to review by the State Government who may confirm, rescind or modify such order.
