आदरणीयअध्यक्षमहोदय, मैंएक मुद्देकी तरफआपकाध्यानआकर्षितकरनाचाहूंगा । मैंहातकणंगलेलोक सभासंसदीयक्षेत्रसे आताहॅूंऔर उसकाएक महत्वपूर्णशहर इचलकरंजीहै, जोदेश कीमैचेस्टरनगरीके नामसे जानाजाताथा । वहांपर टैक्सटाइल काबहुतबड़ा उद्योगहै । मंदीके बहुतखराबदौर सेआज इचलकरंजीशहर गुजररहा है । छोटेबुनकरोंका शहरहै । वहांकी जरूरतेंभी छोटी-छोटीहैं ।इतनीबड़ी इंडस्ट्रीहोनेके बावजूदभी आजवहांकोई फाइनेंशियलअसिस्टेंससरकारकी ओरसे नहींआयी है । मैंनिश्चितरूप सेकहूंगाकि रोटी, कपड़ाऔर मकानअगर येआदमीकी बुनियादीजरूरतेंहैं तोउसमेंरोटीके लिएफूड सिक्योरिटीबिल शासनलायाहै । मकानके लिएप्रधानमंत्रीआवासयोजनाजैसीएक महत्वाकांक्षीयोजनाहै, लेकिनकपड़ेके बारेमें निश्चितरूप सेसरकारको जागरूकहोनाबहुतजरूरीहै । मेरेसंसदीयक्षेत्रमें इचलकरंजीको स्पेशलपैकेजदेनेकी मैंमांगआपकेमाध्यमसे करनाचाहूंगा । मेरीदूसरीमांगहै किसाफ्टाकी अंतर्राष्ट्रीयनीतिके अंतर्गतहम लोगोंका इर्म्पोट-एक्पोर्टका उद्योगचलताहै । उसमेंआने वालाजो मालहै, वहचाइनाका माल, पाकिस्तानका माल, यहांबांग्लादेशके माध्यमसे इंडियामें आरहा है । उससेहमारेयहांके कारीगरहैं, यहांके लोगहैं, जोअच्छेतरीकेसे कामकर रहेहैं, उनकोउसकाभुगतानदेनापड़ रहाहै औरअच्छेलोगोंको निश्चितरूप सेइस कामको करनेमें दिक्कतआ रहीहै । मैंसरकारसे मांगकरताहॅूंकि जिसतरह सेमहाराष्ट्रशासनने किसानोंका ऋणमाफ कियाहै, केन्द्रसरकारने भीउसकेलिए सिफारिशकी, उसीहिसाबसे जोछोटेबुनकरहैं, उनकेलिए भीकर्जामाफीका प्रावधानशासनकरे औरअच्छेलोगोंको इसमेंआने कीऔर महत्वाकांक्षाबढ़तीरहे ।मैं इन्हींशब्दोंके साथअपनीबात समाप्तकरताहॅूं ।

श्री जनार्दन सिंह सीग्रीवाल (महाराजगंज): अध्यक्ष महोदय, हमारा देश सदियों सेऋषियों, मुनियों एवं महान संतों कादेश रहा है । इन्हीं महान संतों में सेएक अति गरिमामय संत स्वामी अद्वैतानंद जीमहाराज जोपरंहस दयाल जीके नाम सेजाने जाते हैं,मेरे गृह प्रांत बिहार केसारण जिला केछपरा केथे । इनका जन्म सन् 1846 में हुआ था । परमहंस दयाल जीमहाराज काजीवन, विचार औरकार्य किसी जाति, क्षेत्र, भाषा औरमजहब सेजुड़ा हुआ नहीं था । इसलिए उन्होंने अपना कार्यक्षेत्र अपनी भाषा, अपने क्षेत्र एवं अपने मजहबी क्षेत्र सेदूर गैर मजहबी क्षेत्र टेरी जोवर्तमान में पाकिस्तान केखैबर पख्तूनख्वाह काएक कस्बा है,उसको चुना औरयहीं परज्ञान भक्ति काप्रचार करते हुए सन् 1919 में समाधि लेली ।
परहंस दयालजी महाराज केसिद्धान्तों, विचारों एवं कार्यों कोआगे बढ़ाने केलिए उनके शिष्यों नेअनेकों आश्रमों कीस्थापना कीजिनमें मेरठ केनागली साहब, वाराणसी काप्रसिद्ध गड़वाघाट आश्रम तथा आनन्दपुर आश्रम प्रमुख हैं । इनआश्रमों केगरिमापूर्ण कार्यकलापों सेआज हमारा समाज औरदेश लाभान्वित होरहा है ।
महोदय, आजजब हमारा समाज जाति, सम्प्रदाय औरक्षेत्र में बँट करराष्ट्रीय भावनाओं कोकमजोर कररहा हैतो ऐसे में परहंस दयाल जीमहाराज जैसे संतों केसिद्धान्तों, विचारों, कार्यों एवं उनकी जीवनी कोजन-जनतक फैलाने कीअति आवश्यकता है । महोदय, इसमहान संत कोआज पूरी दुनिया पूज रही है । विश्व भरमें इनके हजारों अनुयायी सन्यासी औरकरोड़ों भक्तगण हैं । इसलिए इनके विचारों औरसिद्धान्तों कोजनहित, देशहित में फैलाने केलिए एकसंस्था बनाना समाज औरराष्ट्र केलिए अति आवश्यक है ।

*t28 Title: Regarding construction of waste to energy plant at Peringamala in Attingal Parliamentary Constituency of Kerala.
ADV. ADOOR PRAKASH (ATTINGAL): Sir, I would like to draw the urgent attention of this House to an important matter regarding the proposed setting up of waste energy plant at Peringamala in Trivandrum district, Kerala.
Peringamala is a part of the Agasthyamala Biosphere Reserve, a UNESCO-recognised region of tropical evergreen forests in the Western Ghats. It was listed as an ecologically sensitive area by the Kerala State Biodiversity Board. The plant will be set up near a tribal settlement in the area.
According to the local residents, no public consultations were done for the project. The unilateral manner in which the project undertaken has irked the local community. They are in protest against the establishment of plant since last one year.
Peringamala is home for many diverse plant species and medicinal plants. Polluting the Vamanapuram river will adversely affect the drinking water needs of people living in the surrounding areas.
I would like to request the Government to examine the matter and take an appropriate decision considering the concerns of local people.

श्री राजेन्द्र अग्रवाल (मेरठ): आदरणीय अध्यक्ष जी,भारत सरकार द्वारा प्रत्येक जनपद अथवा लोक सभा क्षेत्र में ‘पासपोर्ट सेवा केन्द्र’ खोले जाने सेइन सेवाओं में बहुत बड़ा सुधार हुआ है । पूरे भारत में 419 से अधिक पासपोर्ट सेवा केन्द्र खोले जाचुके हैं,जो देश केकोने-कोने में लोगों कोआसान औरसुविधाजनक पासपोर्ट सेवा प्रदान कररहे हैं । परन्तु अध्यक्ष जी,मेरठ केपासपोर्ट सेवा केन्द्र में अधिकारियों कीलापरवाही केकारण मूलभूत सुविधाएँ उपलब्ध नहीं होपा रही हैं । लगातार बिजली कटौती कीखबरें आती हैं,जो कईबार 5-5 घंटे कीहो जाती हैं । इससेवा केन्द्र में पेयजल आपूर्ति सेलेकर, पंखे इत्यादि कीभी बुनियादी सुविधा मुहैया नहीं कराई गईहै । असुविधा केकारण दूर-दराज सेआए हुए आवेदकों कोकई बार वापस जाने केलिए भीकह दिया जाता है । अध्यक्ष जी,इन पासपोर्ट सेवा केन्द्रों केसंबंध में विदेश मंत्रालय तथा डाक विभाग में एम.ओ.यू.हुआ, जिसके अंतर्गत डाक परिसर तथा अन्य अवसंरचनात्मक सुविधाएँ प्रदान करने कीजिम्मेदारी डाक विभाग कीथी तथा इनसब कार्यों केलिए डाक विभाग कोप्रति फाइल 300 रुपये दिए जाते हैं । मेरठ में स्थित पासपोर्ट सेवा केन्द्र द्वारा डाक विभाग कोइस केन्द्र में संशोधित होने वाली रोजाना कीलगभग 40 फाइलों केहिसाब सेप्रतिमाह लगभग 2.50 लाख रुपये काभुगतान किया जाता है,परन्तु स्थानीय स्तर परडाक विभाग केअधिकारियों कोलगातार कहे जाने केबावजूद उनके द्वारा इसओर ध्यान नहीं दिया गया है ।
मेरा आपके माध्यम सेसरकार सेअनुरोध हैकि कृपया डाक विभाग केअधिकारियों द्वारा कीजा रही लापरवाही कासंज्ञान लेते हुए डाकघर औरपासपोर्ट कार्यालयों केबीच प्रभावी समन्वय तंत्र स्थापित करे ताकि पासपोर्ट सेवा केन्द्रों कोआवश्यक बुनियादी सुविधाएँ उपलब्ध होसकें तथा आवेदकों कोअसुविधा कासामना नकरना पड़े ।

श्री अब्दुलखालेक (बारपेटा): अध्यक्ष महोदय, आपने मुझे बोलने केलिए मौका दिया, इसके लिए धन्यवाद । मैं कराटे गेम केबारे में बोलने केलिए खड़ा हुआ हूँ । पहले कराटे गेम ओलंपिक में नहीं था,लेकिन वर्ष 2020 में टोकियो में जोओलंपिक होगा, उसमें यहइनक्लूड हुआ । टोकियो ओलंपिक में इंडिया काकोई रिप्रजेंटेशन नहीं है,लेकिन पिछले वर्ष 2018 में दक्षिण अफ्रीका केडरबन में जोकॉमनवेल्थ कराटे चैंपियनशिप हुई थी,उसमें भारत केआठ बच्चों कोजूनियर औरसब-जूनियर में गोल्ड मिला था ।
महोदय, खेल मंत्री नॉर्थ-ईस्ट सेआते हैं । असम केतीन खेलवार, कराटे प्लेयर निशाद अली,हेम्फू बोंगजंग औरपंचामिता बरदोलाई, इनतीनों कोगोल्ड मिला था । अरुणाचल प्रदेश, जहाँ सेखेल मंत्री किरेन जीआते हैं,वहाँ सेभी राजा यांगफो औरमौजुम डोडूम कोगोल्ड मिला था । जूनियर औरसब-जूनियर में हमें आठगोल्ड मिले औरउनमें सेपाँच गोल्ड नॉर्थ-ईस्ट केप्लेयर्स कोमिले हैं । सीनियर लेवल परहमारा कोई प्रतिनिधित्व नहीं है,क्योंकि हमें कोचिंग नहीं दीगई औरइस खेल कोप्रोत्साहित करने केलिए जोकुछ करना चाहिए था,वह नहीं किया गया । मैं पहले विधान सभा में रहा हूँ । मैंने वहाँ मुख्य मंत्री जीको भीइस संबंध में रिक्वेस्ट कीथी, लेकिन इनबच्चों कोप्रोत्साहित करने केलिए कुछ नहीं दिया गया । मैं खेल मंत्री जीसे अनुरोध करता हूँ किकराटे कोप्रोत्साहित किया जाए ।
महोदय, मैं दोबार विधान सभा में रहा हूँ । मैं सत्ता पक्ष औरविपक्ष दोनों में रहा हूँ,लेकिन यहाँ मैंने देखा किआप लिस्टेड कोभी मौका देते हैं औरअनलिस्टेड कोभी जीरो ऑवर में बोलने कामौका देते हैं । आपने हमें भीबोलने कामौका दिया है । हमआशा रखेंगे किआप आगे भीयह सुविधा हमें देंगे । हमयह भीआशा करेंगे किखेल मंत्री जीकराटे गेम कोआगे ले जाएंगे । धन्यवाद ।
*t31 Title: Request the Government through you, Sir, to issue necessary directions to the Corporate Office, BSNL, to set aside its Order of 4th March, 2004 restricting regularisation of 455 casual labourers and take up the issue with the CGMT Odisha Circle to regularise the services of such casual labourers at the earliest.
SHRI BHARTRUHARI MAHTAB (CUTTACK): I am raising a matter which has been already pending for last fifteen years. I had tried to raise this matter during Sixteenth Lok Sabha. Again, I have got the chance today.
It is about 455 casual labourers who are working in Bharat Sanchar Nigam Limited. On 3rd October, 2003, the Corporate Office directed the Odisha Telecomm Circle to regularise the services of 455 out of 1437 casual labourers who were found eligible for regularisation on the basis of information provided by the Odisha Telecomm Circle itself. However, this Order has been kept in abeyance by the Corporate Office, BSNL, vide its letter dated 4th March, 2004 on the basis of some observation made by Central Administrative Tribunal while deciding the applications of other casual labourers.
Sir, the Central Administrative Tribunal had allowed the CGMT Odisha Circle to complete the process of regularisation of 455 casual labourersvide its Order dated 29th March, 2004 and 5th April, 2004 but till date, no action has been taken by the competent authority in this regard.
I, therefore, urge upon the Government through you, Sir, to issue necessary directions to the Corporate Office, BSNL, to set aside its Order of 4th March, 2004 restricting regularisation of 455 casual labourers and take up the issue with the CGMT Odisha Circle to regularise the services of such casual labourers at the earliest. They are still working in BSNL and they need to be regularised. They are still fighting for their cause for last fifteen years. Therefore, I urge upon the Government through you, Sir, to regularise their services.

DR. R.K. RANJAN (INNER MANIPUR): Thank you, Sir, for giving me this opportunity to raise an important issue pertaining to my mother tongue Manipuri. I may be permitted to speak in Manipuri also as I have already requested.
*…..* In the year 1992, Manipuri Language was included in the Eight Schedule of the Constitution with the script of Bengali.
But now, after 20 years, we have learned our old script. A newspaper is being published and all the textbooks are transcribed into Meitei script. I, therefore, would request the Government of India to make a small amendment in the Indian Constitution and replace the Bengali script with the Meitei script, the script for Manipuri language so that Manipuri script may be printed on the Indian currency notes. Also, our language is about 3,000 years old and, therefore, it may be declared as a classical language of India. Thank you.* *t35 Title: Request the government of India to help the workers who lost their job after the shutting down of Saudi Oger company in 2016 to get there genuine legal dues.
SHRI KODIKUNNIL SURESH (MAVELIKKARA): Sir, more than 11,000 Indians including 500 Keralites who lost their jobs after the shutting down of Saudi Oger company in 2016 are in distress and are suffering due to non-availability of their genuine legal dues including the end-of-service benefits. The stranded Indians were not getting food, accommodation or medicines and finally they returned to India on the assurance given by the Union Minister of State for External Affairs promising that the Union Government will do the needful in getting back their legal dues. Even after three years, none of the Indian workers received any genuine legal benefit. I urge upon the Government of India to intervene in this serious matter which is affecting the lives of thousands of Indians and resolve the same at the earliest and help the workers get their legal dues and benefits from the Saudi Oger company. Thank you.

DR. G. RANJITH REDDY (CHEVELLA): Thank you very much, Sir. I come from Hyderabad city which has about 600 pharma companies and 200 bio-tech companies worth of 50 billion dollars and they contribute to Rs. 22,000 crore of exports, which accounts to one-third of the country’s exports. Looking into all this, our hon. Chief Minister has announced that a pharma city will be developed in my constituency by allocating 19,300 acres of land for manufacturing R&D with zero liquidity discharge. There will be an investment of Rs. 60,000 crore and the exports will be worth of Rs. 50,000 crore. Also, it will generate 4.2 lakh jobs. The Government of India, in principle, has approved this and the Government of Telangana has also given all the statutory clearances.
Sir, through you, I request the hon. Minister of Commerce and Industry to declare this pharma city as national investment and manufacturing zone in Hyderabad.

کنور دانش علی (امروہہ): محترم اسپیکر صاحب، میں اپنے پارلیمانی حلقہ امروہہ سے جُڑاایک بہت ہی اہم مُدعہ اُٹھانا چاہتا ہوں۔ جیسا کہ آپ جانتے ہیں کہ امروہہ میرا لوک سبھا حلقہ ہے۔ امروہہ دو ہزار سال پُرانا شہر ہے۔ یہ ایک ہیریٹیج سِٹی بھی ہے، لیکن وہاں پر زرا سی بھی بارِش ہوتی ہے تو پورا شہر پانی میں ڈوب جاتا ہے۔ وہاں پانی کی نکاسی کا کوئی انتظام نہیں ہے۔ حالانکہ یہ اسٹیٹ کا سبجیکٹ ہے، اسٹیکٹ گورنمنٹ کو لکھتے لکھتے بہت زمانہ ہو گیا، لیکن وہاں کچھ نہیں ہو رہا ہے۔ دوسرا، وہاں کوٹن بیسڈ انڈسٹری روزگار کی بہت بڑی سادھن تھی، لیکن وہ پوری طرح سے چر مرا گئی ہے۔ کوٹن بیسڈ انڈسٹری کی تجارت کرنے والے لوگ آج بھوکھمری کا شکار ہیں۔ ان کو بجلی بھی بہت مہنگی دی جارہی ہے۔ روز انکے اوپر بجلے محکمہ کے ذریعہ چھاپے مارے جا تے ہیں۔ میری آپ کے ذریعہ سرکار سے گزارش ہے کہ اتنے پُرانے شہر کے کاروبار کو سہی طریقے سے چلانے کے لئے کچھ یوجنائیں بنائی جائیں، اور سرکار امروہہ شہر کے لئے بھی کچھ کرے۔ بہت بہت شکریہ ۔۔۔ *t42 Title: Request to Central Government to urge the state Government to pay Rs. 1017 Crore to the sugarcane farmers of Tamil Nadu.
DR. T. R. PAARIVENDHAR (PERAMBALUR): Hon. Speaker, Sir, I am glad to get this opportunity to speak in the Zero Hour. My representation is about the farmers of Tamil Nadu. In the Budget 2019-20, the Government spoke very much about the farmers. In the circumstances, the sugarcane growers in Tamil Nadu launched an agitation from 16th July 2019 against the State Government for their genuine grievances. More than 500 farmers were arrested. The reason for their agitation was that the special support price announced by the Government from 2013-14 has not been paid so far. The private sugar mills, public sector sugar mills and cooperative sugar mills have to pay Rs. 1017 crore to the farmers. The Central Government has instructed the State Government to pay the arrears within 14 days but the State Government has failed to pay the amount. So, I want to know whether the Central Government can urge the State Government to solve this issue.

SHRI H. VASANTHAKUMAR (KANYAKUMARI): Sir, the district of Kanniyakumari has only one general hospital. Lakhs of people come here from all over India and abroad. But the hospital is not fully equipped. My request is that a multi-speciality hospital may be sanctioned and constructed by the Central Government in Phase-IV upgradation under the Pradhan Mantri Swasthya Suraksha Yojana. The people of Kanniyakumari go to other States for medical treatment. The State Government has already sent a proposal to the Central Government for a seven-storey building with estimated cost of Rs. 170 crore, two oxidation ponds for waste disposal with approximate cost of Rs. 8 crore and one casualty block worth Rs. Rs. 1.5 crore. The Central Government should upgrade our general hospital as super-speciality hospital to safeguard the people of Kanniyakumari and the southern region of the country.

*SHRI B. MANICKAM TAGORE (VIRUDHUNAGAR): Hon. Speaker Sir, Vanakkam. Today is the 133rd birth anniversary of Dr. Muthulakshmi Reddy. She was born in Pudukkottai of Tamil Nadu in the year 1886. Dr. Muthulakshmi Reddy got the distinction of being the first girl student to study medicine in India and the first female doctor of India; after being graduated in the year 1912. She also became the first female surgeon of the country. She was the first woman to become a legislator in India as she was a legislator in the Madras Legislative Council. Having been attracted by Gandhian principles Dr. Muthulakshmi Reddy took part in salt satyagraha and in protest against the British she resigned her post as MLA of the Madras Legislative Council. She instituted the Madras Institute of Cancer in the year 1954. The Nehru Government awarded her the Padma Bhushan in the year 1956. The Tamil Nadu Government led by Dr. Kalaignar added glory by starting a pension scheme in her name as Dr. Muthulakhsmi Reddy Pension Scheme. I urge upon the Union Government to confer Bharat Ratna on Dr Muthulakshmi Reddy. Thank you for this opportunity. Vanakkam.
