Section 10(1)(b) in The Assam Registration of Births and Deaths Rules, 1999

(b)if the register is not in his possession and if the information is given orally make a report giving necessary particulars, and if the information is given in writing, forward the same to the District Registrar for making the necessary entry on payment of a late fee of rupees five only.
